OD/T100 login.gov Sign-In User Guide
Important Notice for OD/T100 Users:
OD/T100 no longer accepts the old eSubmit user name and password on the OD/T100 login page.
All existing and new OD/T100 users must sign in using login.gov .
If you do not already have a login.gov account, you will be prompted to create one.
Please use the same email address associated with your OD/T100 eSubmit account.
OD/T100 login flow:
Login_OD.aspx → login.gov
→ Welcome_OD.aspx
After successful login.gov sign-in, OD/T100 validates your email address using the existing
OD/T100 account records. If your email address is not found, you will be redirected to the
User Permission page.

Appendix - Format Descriptions Used in Guide
1. What is MFA?
Multi-factor authentication, also called MFA, is an additional security step used to protect your account.
Instead of using only a user name and password, MFA requires another verification method, such as a one-time
code, authentication application, face or touch unlock, PIV/CAC card, physical security key, voice call,
or backup code.
OD/T100 uses login.gov so users can sign in with a secure, MFA-enabled account.
2. What changed for OD/T100 login?
OD/T100 users no longer sign in with the old eSubmit user name and password on the OD/T100 login page.
Users must select the OD/T100 login option and continue to login.gov .
Existing OD/T100 users:
Use the same email address that is already associated with your OD/T100 eSubmit account.
Using a different email address may prevent the system from finding your existing OD/T100 access.
New OD/T100 users:
Create or sign in with a login.gov account first. After login.gov sign-in, if your email address
does not exist in the OD/T100 account records, the system will direct you to the User Permission page.
3. OD/T100 login landing page
The OD/T100 login landing page explains that old user name and password login is no longer accepted.
Select Continue to login.gov to begin secure sign-in.

4. Sign in or create a login.gov account
On the login.gov sign-in page, enter your email address. Existing users should use the same email address
already associated with their OD/T100 eSubmit account.
If you already have a login.gov account, continue signing in. If you do not have a login.gov account,
login.gov will guide you through account creation.

5. Verify your email address
If you are creating a login.gov account for the first time, login.gov sends a verification message
to your email inbox. Open the email and follow the instructions to verify your email address.

6. Create your login.gov password
Create and confirm your login.gov password. This password belongs to your login.gov account,
not to the old OD/T100 user name and password login.

7. Add an authentication method
Add an authentication method to your login.gov account. Authentication methods may include an
authentication application, text message, voice call, backup codes, security key, or another method
supported by login.gov.

If you select phone authentication, choose the phone option and enter your phone number.

8. Enter a one-time code
login.gov sends a one-time code to your selected authentication method. Enter the code to continue.

9. Remember your browser
login.gov may ask whether to remember your browser. If selected, login.gov may reduce repeated
MFA prompts on that browser for a limited period. Only use this option on a trusted device.

After your authentication method is added successfully, login.gov shows a confirmation.

10. Agree and continue to eSubmit / OD/T100
login.gov asks for permission to share your registered email address with the eSubmit application.
Select Agree and Continue to complete sign-in.

11. After successful sign-in
After login.gov sign-in is complete, OD/T100 redirects you to the OD/T100 welcome page.
The application checks the email address returned by login.gov against the existing OD/T100 account records.
If your email address is found:
You continue to the OD/T100 welcome page.
If your email address is not found:
You are redirected to the User Permission page to request or resolve access.

12. Forgot password or account recovery
Note for OD/T100 users:
OD/T100 no longer accepts the old eSubmit user name and password. If you cannot sign in,
use the login.gov account recovery options on the login.gov sign-in page.
Do not use the old OD/T100 forgot-password process for login.gov password issues.
For login.gov account help, use the help or recovery links provided by login.gov during sign-in.
For OD/T100 access questions after successful login.gov sign-in, contact support with your full name,
organization, phone number, and the email address used for login.gov.

Is login.gov required for OD/T100?
Yes. OD/T100 users must sign in using login.gov.
Can OD/T100 users still sign in with the old user name and password?
No. The old OD/T100 user name and password login is no longer accepted.
Should I use my existing OD/T100 email address?
Yes. Use the same email address associated with your OD/T100 eSubmit account.
Using a different email address may prevent access to your existing OD/T100 account.
What happens if my email is not found?
After login.gov sign-in, the OD/T100 application checks your email address.
If your email is not found, the system redirects you to the User Permission page.
Who should I contact for help?
Contact OAI.eSubmit.Support@dot.gov with your full name, organization,
phone number, and the email address used for login.gov.
