This site will provide information on the reporting of the 40% Origin and Destination (O&D) Collection as mandated by Code of Federal Regulations, Part 241, Part 19-8. Information available on this site will include a link to the new rule on the Federal Register, a downloadable version of the Instructions to Carriers reporting document, a downloadable version of the fields to be reported and the schedule of when the data are to be reported. This page will be updated often, so remember to check back often. Reporting Deadlines:

Oct 2024-Jan 2025 Pilot Testing with volunteers
January 1, 2025 Preferred advance data submission
January 2025 “Dress Rehearsal” All carriers encouraged to submit O&D40 data to ensure understanding of data reporting requirements
July 1, 2025 O&D40 monthly data collection begins (Rule determined cutover)
August 15, 2025 Last O&D10 quarterly report due (2Q CY 2025 (April-June))
September 15, 2025 Carriers begin monthly reporting with July data
