PART 241 – Passenger 40% Origin-Destination Survey Report - U.S. Carrier

This site will provide information on the reporting of the 40% Origin and Destination (O&D) Collection as mandated by Code of Federal Regulations, Part 241, Part 19-8. Information available on this site will include a link to the new rule on the Federal Register, a downloadable version of the Instructions to Carriers reporting document, a downloadable version of the fields to be reported and the schedule of when the data are to be reported. This page will be updated often, so remember to check back often.

Reporting Deadlines:

April 2024: Air carriers begin processing TEST data
May 1, 2024: DOT ready to accept/process TEST data
September 2024: End two test cycles of data collection / parallel processing
January 1, 2025: Preferred advanced cutover date
July 1, 2025: Rule determined cutover – DOT starts collecting 40% data
September 15, 2025: Process system of record data from air carriers under 19-8
